Verifications:
The clients may apply for their metrological procedure belonging to the authority of the central body of MKEH or to the competent regional MMBH also through the customer services of the capital or regional government offices, which are competent regarding the place of living or place of professional activity of the client. The administration deadline in this case is counted from arriving of the application to the office possessing the authority for settling the case.
Tasks of the Metrology Authority
On the basis of 15§ (3) XLV Act of 1991 the government entitled the regional competent metrological and technical safety offices as authorities of first instance, and the central organization of the MKEH as appellate authority. (Government decree No. 320/2010. (XII.27.) on the Hungarian Trade Licensing Office and the regional competent metrological and technical safety offices).
The government entitled with countryside competence the Metrology Authority of the MKEH as authority of first instance authority, and the central organ of the MKEH as appellate authority in the following metrological procedures:
1 licensing of verification and EC type approval of measuring instruments, and licensing of gambling
2 verification of noise level meters,
3 verification of weights of accuracy classes E1, E2 and F1,
4 verification of a density measuring instruments – except hydrometers,
5 verification of dosimeters for radiation protection and therapy, and radioactive surface contamination monitors,
6 verification of breath alcohol analyser
7 verification of drawing programs and instruments, roulette wheels and speedometers for traffic controls
8 measuring system for liquids other than water – except fuel dispenser,
9 verification of measuring transformers,
10 verification of gambling machines working in casinos,
11 licensing and supervising of verification laboratories and testing laboratories, that carry out qualification to substitute verification.
On the basis of the act XLV. of 1991, the government decree 127/1991. (X.9.) and the organizational and working regulations of the Hungarian Trade Licensing Office, the Metrology Authority manages beyond the above mentioned tasks also the following functions:
12 provides for maintaining the national measurement standards, its international comparisons and disseminations, participates in the EURAMET technical committees,
13 determines the course of dissemination, provides the dissemination of units of measurement by calibration of reference and working standards of calibration laboratories and other organizations, prepares the calibration procedures necessary for these activities,
14 operates the laboratories necessary for performing the metrological tasks,
15 on the basis of authorization of the general director represents the MKEH in the international metrological organizations,
16 gives opinion about the recommendations of international metrological organizations and coordinates the elaboration of national metrological attitudes,
17 prepares and coordinates the metrological development tenders,
18 publishes and translates of the international normative documents,
19 prepares the verification rules for instruments subjected to mandatory verification, performs the education and examination of the verification officers,
20 on demand carries out the calibration of the measurement standards of the regional metrological and technical safety authorities,
21 follows with attention the international standards, recommendations, guidances concerning instruments subjected to mandatory verification, participates in the OIML, WELMEC, EU workgroups and in the consultative committee of BIPM,
22 issues professional stand points, prepares professional opinions, maintains contacts with professional organizations, performs metrological expert tasks,
23 carries out calibration of measuring instruments, elaborates the calibration or testing procedures for measuring instruments not subjected to mandatory verification,
24 organizes and evaluates the comparison measurements of accredited laboratories,
25 under the supervision of the technical director contributes to the professional managing of the regional metrological and technical safety authorities of the government offices,
26 operates the examining board necessary for the exam of verification of measuring instruments subjected to mandatory verification.
The regional metrological and technical safety authorities are the professional administration bodies of the capital and county government offices. The head of the professional managing organ of the regional metrological and technical safety authorities is the general director of MKEH, whose power covers the following metrological fields:
a) issuing of regulations and certificate patterns for instruments subjected to mandatory verification, supervising of its unified application,
b) operation of verification examination bodies,
c) providing the regional metrological and technical safety authorities with legal approving marks,
d) assuring the traceability to the national standards of the measuring standards of the authorities,
e) coordination of the collaboration in the verification,
f) professional supervision of the verification activity, cooperation in the investigation of complaints, issuing of professional stand points.
