Verification of Gambling devices

The examination of the compliance with the regulations is made in two step-
The first step is the type approoval procedure in which the authority examines the sample of the type presented by the manufacturer and then decides whether it meets the legal requirements. In case of the positive result, a lisense will be issued, which is valid for a limited time.
The type examination of gambling devices is exclusively carried out by the Metrological Authority of the MKEH.
The second step is the verification procedure, where the exact copies of the approved type are examined separately, one by one. In this process the authority decides whether the actually presented copy meets the regulations. In order to ensure consistent implementation of the regulations, the execution is regulated in executive orders. The verification of gambling devices must be performed as it is required by the currently in force version of the relevant booklet of the series of executive orders numbered as HE-77 . In case of the positive result a certificate, which is valid for a limited time, will be issued at the end of the procedure.
The initial verification must be carried out after production, then periodic reverifications has to be made every two years, as it is ordered by the 2nd annex of Decree of the Government numbered as 127/1991 (IX 9). The conditions of periodic reverification are: valid type approval lisense, valid certificate, and the device is still in the previously certified status. As a result of any intervention, modification or other event, whenever the verified status has been lost or a change in data of the certificate is necessary, a reverification after repair is required.
In the case of gaming machines the verification is carried out by the regional authorities located in the capital and the counties. The Metrological and Technical Security Authorities of the Government Offices are working on a regional basis, as it is ordered by the Decree of the Government numbered 320/2010 (XII.27)
In Hungary, the Metrological Authority of the MKEH is competent to carry out the verification process of lottery devices, programs which are ensuring randomness in gambling, and some devices of the casinos including roulette wheels, slots and Jackpot systems as well. The authority also fullfills its administrative duties related with the certification of the products origin.
Technical support and supervision
the Metrological Authority of the MKEH:
- Prepares and develops authentication standards (executive orders) for gambling and gaming devices, takes its part in the training of the personell of the authorities.
- Coordinates and supervises the authentication activity of the Metrological and Technical Security Authorities of the Government Offices.
- Participates in investigations of complaints, takes its part in inspections of slots , provides technical resolutions.
- Maintains the gambling related databases.
- Supervises the operation of the verification laboratories.
Labortories cooperating in the verification processes
Verification Laboratory (HL) can be established by independent private companies to assist in the official processes of verification of gaming machines and the media made at the read-out of the Integrated Control Unit of the slots.
The laboratory is responsible for providing all the necesseary condition of testing and making the preparations for the official process. Its work also includes some technical testing and preparation of documentation, and helping the work of the officer of the authority.
The verification always takes place at the presence of the verification officer.
Most of the verifications are carried out in the verification laboratories. The IMD reading and the verification of the media containing the result can be performed only in the lab. Gaming Machine verification can be performed on site.
Having the intention to be a cooperating a lab, the written declaration must be submitted to the Metrological Authority of MKEH.
