Transit licenses

According to the Government Decree No. 156/2017.“transit” means the shipping process of defence-related products through the territory of Hungary

  • between the external borders of the European Union,
  • between external and internal borders of the European Union,or
  • between the internal borders of the European Union

in such a way that there is no change in its customs status.

A transit permit can be applied if a valid foreign trade activity licence for transit is already held by the applicant. Applications for transit permits have to be submitted using the standard forms prescribed by the Government Office of the Capital City Budapest/Authority of Defence Industry and Export Control (’Authority’).

The Government Office of the Capital City Budapest, Unit of Defence Industry issues transit licesenses for the following defence-related products (EU Common Military List categories, ML) listed in Annex 1 of the Government Decree 156/2017, irrespective of the country of dispatch and the country of destination: 

  1. I. a)-c) (ML 1 a)-c)
  2. II. a) and b) (ML 2 a) , b)
  3. III. (ML 3)
  4. IV. (ML 4)
  5. VII. a)-f), h), i) (ML 7 a)-f), h), i))
  6. VIII (ML 8)

If both the country of dispatch and the country of destination are third countries - excluding EEA States and Switzerland - the transit of all defence-related products listed in Annex 1 of the Government Decree 156/2017 are subject to transit licensing.

In case of the transit of defence-related products not listed above a transit license is not required if the country of dispatch or the country of destination (or both) is Norway, Lichtenstein, Switzerland, Iceland, Australia, Japan, Canada, New Zealand, the United Kingdom, the USA, or a member of the European Union.

The following documents have to be attached to the application:

  1. a)   The official packing list or the commercial invoice containing the detailed list of the goods.
  2. b)  The export licence from the country of dispatch.
  3. c)   The End User Certificate and/or the import licence and/or the International Import Certificate from the country of destination.
  4. d)  If the destination is not in a neighbouring country, the transit licence for the neighbouring country into which the shipment will pass after leaving Hungary. 

Transits licenses are  valid for 3 months, upon request it can be extended once for a further period of 3 months. The deadline for evaluating an application for a transit license is 15 days.

Application fee: free of charge.
