A license for the export of defense-related items or services to third countries - with the exception of EEA member states, Australia, Canada, Japan, the United Kingdom and the United States of America - can be applied for in possession of a valid negotiation/contracting license. The negotiation/contracting license also enables the licensee to sign an export contract with a third country consignee/end user.
The license is valid for 12 months and can be renewed for an additional 12 months.
No negotiation/contracting license is needed for temporary, free of charge exports for the purposes of - repair under warranty
- exhibition,
- demonstration,
- testing&evaluation.

The license may comprise up to 7 products (7 Combined Nomenclature codes).
