According to the Government Decree No. 156/2017.“Brokering” means the activity conducted by a broker between the undertakings or bodies of an EU Member State and a third country or between two third countries in order to procure military equipment or services, including the organisation of the business, intermediation between the parties, indication of business possibilities for the buyer or the seller and buying and selling on its own account so, that the goods have not been transported to the territory of Hungary.
A brokering licence can be applied if a valid activity licence for brokering is already held.
The brokering licence is valid for one year, and by request it can be extended for another one year. The deadline for evaluation of an application for a brokering licence is 60 days.
Applications for brokering licences have to be submitted using the standard e-form prescribed by the Government Office of the Capital City Budapest, Unit of Defence Industry (Authority), which can be downloaded here.
The following documents have to be attached at least to the application:
The End User Certificate, International Import Certificate or import license from the country of destination, copy of contract.
NB: tha Authority is entitled to require any kind of documentation other than the abovementioned in order to verify the stated end use of the goods involved.
The procedure is free of charge.
