General Transfer Licences

According to the Government Decree 156/2017 contracts for the export/import/transfer of military equipment and military services can only be performed if the relevant export/import/transfer licence is held.
There are three types of export/import/transfer licences:
a) general
b) global
c) individual
d) export licence (258/2012/EU)

The Authority issues and publishes general transfer licences directly granting authorisation to suppliers/recipients (undertakings) established on their territory, which fulfils the terms and conditions attached to/incuded in the published general transfer licences, to perform inward/outward transfers of defence-related products, to be specified in the general transfer licence, to determined category or categories of end-users located in another EU Member State, Norway or Iceland. The general transfer licence is to support industrial and intergovernmental cooperation within the EEA.

General transfer licences can be published in the following cases:
the end-user is part of the armed forces, law enforcement entities or intelligence agencies of a Member State, Norway or Iceland
the end-user is a certified undertaking
the temporary, free of charge transfer for repair, exhibition, presentation, testing and trial purposes.
General transfer licence can be used if a valid activity licence for foreign trade is already held. The undertaking shall indicate the number of the general transfer licence on the shipping documents (invoice, bill of freight, packing list etc.)
The undertaking has to report quarterly the shipments fulfilled on the basis of a general transfer licence.

The Authority hereby publishes the general transfer licences for outbound shipments, where
1. The recipient is part of the armed forces of an EU Member State: No. HU3FAE1700826

2. The recipient is an undertaking certified according to Article 9 of the Directive 2009/43/EC: No. HU3FAE1700710

3. The transfer/export is performed for the purpose of exhibition: No. HU3FAE1900125

4. The transfer/export is performed for the purpose of demonstration and/or evaluation: No. HU3FAE1900133 

5. The transfer/export is performed for the purpose of repair, maintenance or replacement under warranty by the original supplier: No. HU3FAE2000011

The Authoriy hereby publishes the general transfer licences for inbound shipments, where

1. The recipient is part of the Hungarian armed forces, law enforcement entities or intelligence agencies (Hungarian): HU3FAI2000041

2. The recipient is a certified enterprise (Hungarian): HU3FAI2000350

3. The transfer is performed for the purpose of exhibition (Hungarian): HU3FAI2000347

4. The transfer is performed for the purpose of demonstration and/or evaluation (Hungarian): HU3FAI2000348

5. The transfer is performed for the purpose of repair, maintenance or replacement under warranty by the original supplier (Hungarian): HU3FAI2000349.
