Contracts for the export, import or transfer of military equipment and the provision or receipt of technical assistance can only be performed in case a contract license is possessed.
A contract licence can be requested if a valid negotiation licence is already held.
Applications for contract licences must be submitted in one copy to the HTLO using the standard form prescribed by the HTLO.
Any application for a contract licence for the export or outward shipment of military equipment or for the provision of technical assistance shall be accompanied at least by the following documents:
a) the buyer’s End-User Certificate (hereinafter “the EUC”), and/or a copy of the buyer’s import licence and/or International Import Certificate (hereinafter “IIC”).
b) an order contract from the owner of the goods in case the owner is not the same as the applicant.
The following documents should be attached to any application for a licence for the import or inward shipment of military equipment or for the receipt of technical assistance:
a) the EUC of the Hungarian consignee,
b) the application for the IIC in case the authorities in the country of origin/contracting country require an IIC.
The contract licence is valid for 12 months and can be extended once for a further period of 12 months.
In the case of multi-year contracts between two parties for inward or outward shipments, a 24-month licence can be issued, which can be extended once for a further period of 12 months.
The applicant is obliged to examine the trustworthiness of the customer, the end-user and any intermediary, agent or broker and shall make a declaration about this for the HTLO.
The deadline for assessing an application for a contract licence is 3 months.
