The foreign trade of small firearms permitted for civil use (including airsoft- and airguns, Flobert pistols, gas- and alarm pistols, as well as shotguns, sport- and hunting rifles), and goods especially dangerous for the public security is regulated by the Government Decree 52/2012 (III. 28.).
According to the Government Decree No. 52/2012 (III.28.):
a./In relation to the European Economic Area Member States (EU+Lichtenstein, Norway, Iceland): The foreign trade of the small firearms permitted for civil use and the goods especially dangerous for the public security that are not falling under the scope of the Government Decree No. 160/2011 (VIII.18.), licence from Hungarian Trade Licensing Office is not required.
b./ In relation to states outside of the European Economic Area (EU+Lichtenstein, Norway, Iceland) the required licences are as follows:
- import and re-export: activity* and contract license
- export: contract license in accordance with the Government Decree 52/2012 (III. 28.).

The domestic regulation of small firearms permitted for civil use is regulated by the Government Law XXIV of 2004 on firearms and ammunition and the Government Decree No 253/2004 (VII.31.) that governs the above mentioned Law’s implementation.
Additional important regulations can be found in the ’GKM’ Decree No 31/2006 (VI.1.) on the arms, fire device and the testing/calibration of their ammunition.
The goods especially dangerous for the public security (knives, tear-gas spray) are regulated by the Government Decree 175/2003 (X. 28.).
