An important task of the Government Office of the Capital City Budapest is to issue import licences of agricultural products in accordance with the European Community legislation. Import licence issued by HTLO is valid in all Member States of the European Union.

The import of agricultural products from third countries under the organisation of agricultural markets frequently requires an import licence.
The standard import licence is primarily a monitoring document. This licence shall be always issued, provided that applicant has been registered in EU TAX system, the required security has been lodged, and the application has been filled out correctly.

Tariff quota agreements can be divided into multilateral, bilateral or unilateral (autonomous) arrangements. Agreements on import quotas are based on preferential treatments agreed between the European Union and other Trade Organisations (e.g. WTO), Free-Trading Zones (e.g. ASEAN, PANEUROMED, CARIFORUM etc.) and/or individual third countries.
HTLO issues licences for operators which are registered in the Hungarian VAT system and having their headquarters in Hungary and for those import tariff quotas, which are managed by the system of import licences, are allocated through an application procedure and applied for in accordance with the schedule published in the Regulation regarding to the administration of each quota.
