Global licences

According to the Government Decree 160/2011 contracts for the export/import/transfer of military equipment and military service can only be performed in case the relevant export/import/transfer licence is held.

 

There are three types of export/import/transfer licences

a)         general

b)         global

c)         individual

d)        export licence (258/2012/EU Regulation)

 

A global export/import/transfer licence can be applied if the activity licence is already held.

 

Applications for individual export/import/transfer licences have to be submitted using the standard form prescribed by Government Office of the Capital City Budapest (Authority).     

 

The Authority issues global export/import/transfer licence on request for a maximum of 4 foreign partners/end users located in an EEA State, Switzerland, USA, Australia, New Zealand, Japan or Canada and for a maximum of 7 military equipment or military services (on 8 CN numbers), in case of a permanent and long-term business.

 

The following documents have to be attached to any application for a global licence for the export  or outward shipment of military equipment or providing military service: 

a) The buyer’s End-User Certificate (hereinafter “the EUC”), and/or a copy of the buyer’s import licence and/or International Import Certificate (hereinafter “IIC”).

b) The allowance from the owner of the goods in case the owner is not the same as the applicant.

c) The enterprise shall make a declaration in respect of the reliability of the buyer, end user or broker. The declaration shall state that the seller, the end user and the broker have been registered in their own State, are entitled to carry out the activity and legally operate there.

 

The following documents should be attached to any application for a global licence for the import or inward shipment of military equipment or receiving military service:  

a) The EUC of the Hungarian consignee,

b) The application for the IIC in case the authorities in the country of origin/contracting country require an IIC.

 

The global export/import/transfer licence is valid for 3 years and can be extended once for a further period of 12 months. The deadline for evaluation an application for a global export/import/transfer licence is 90 days.

Export /Transfer outward licence: free of charge

Import / Transfer inward licence: HUF 15.000
