Az Európai Unió 2009/1012/KKBP Tanácsi Döntése alapján elsőként Magyarország fogadott EU-csatlakozásra váró országokból szakértőket, hogy egy szakmai tanulmányi út keretében nyerjenek bepillantást egy EU tagállam haditechnikai exportellenőrzési rendszerébe. A tanulmányi útra 2011. június 6-10. között került sor a Magyar Kereskedelmi Engedélyezési Hivatal Hadiipari és Exportellenőrzési Hatósága szervezésében, amelynek során 12 szakember érkezett Horvátország különböző, a témában érintett minisztériumaiból és közigazgatási intézményeiből. Más EU tagállamokból érkezett kollegák (Portugália és Lengyelország) segítségével a következő témakörök kerültek megvitatásra előadás, vagy esettanulmány formájában:

• a Hivatal és a Haditechnikai és Exportellenőrzési Hatóság bemutatása;
• a haditechnikai külkereskedelmi engedélyezés folyamatának ismertetése;
• a haditechnikai tranzit engedélyezés folyamata;
• a haditechnikai külkereskedelmi engedélyezés számítógépes rendszere, dokumentációk, e-ügyintézés, együttműködés a vámhatósággal;
• a brókering tevékenység ellenőrzése;
• az Európai Parlament és Tanács  2009/43/EK Irányelvének (transzfer irányelv) végrehajtása;
• a Belső Megfelelési Program.

A horvát szakértők tovább bővíthették a magyar engedélyezés folyamatáról szerzett információikat a haditechnikai külkereskedelmi engedélyezés folyamatában részt vevő egyéb intézményeknél történt látogatások során (Nemzeti Adó- és Vámhivatal, Külügyminisztérium, Magyar Védelmiipari Szövetség, Gamma/Respirátor Zrt.), amelyeknek ezúton köszönjük a támogatást.

In the framework of the European Union Council Decision 2009/1012/CFSP, experts of EU candidate countries have the possibility to get acquianted with the military export control of an EU Member State. Hungary was the first EU MS to host such an event between 6.-10. June 2011. organised by the Authority of Defence Industry and Military Foreign Trade of the Hungarian Trade Licensing Office. 12 expert delegates (government and licensing officials) arrived from Croatia to exchange experiences on the field of military export control, and experts from various European Union Member States (Portugal and Poland) also contributed to the agenda:

• introduction of the Hungarian Trade Licensing Office and the Authority of Defence Industry and Military Foreign Trade;
• presentation of the military foreign trade licensing procedure;
• the procedure of transit licensing;
• the IT system of licensing military foreign trade, documentations, e-licensing, co-operation with the Customs Authorities;
• controlling brokering activities;
• transposition of the 2009/43/EC Directive into the Hungarian national legislation;
• the Internal Compliance Program.

 The Croatian experts had the possibility of further discussions with other institutions involved in the Hungarian military licensing process (National Authority of Taxation and Customs, Department of Non-Proliferation and Security Policy of the Ministry of Foreign Affairs, Hungarian Defence Industry Association, Gamma/Respirátor Ltd.).
