Issuing authorisations concerning restrictive measures in view of
Russia’s actions destabilising the situation in Ukraine

Hereby we would like to inform you that the Department of Trade, Defence Industry, Export Control and Precious Metal Assay, Export Control Unit of the Government Office of the Capital City Budapest is the competent authority for issuing authorisations concerning restrictive measures in view of Russia’s actions destabilising the situation in Ukraine in accordance with our national law. 

Trade Unit is responsible inter alia for the issuing the authorisation for importing goods and provision of certain services concerning restrictive measures in view of Russia’s actions destabilising the situation in Ukraine.

The application for the issuance of authorisation shall be submitted to the Government Office. The application can be submitted in Hungarian language by the natural or legal person providing the service. We ask you to fill in the forms very correctly and precisely taking into consideration every relevant data. The applications shall be submitted electronically (via "Ügyfélkapu” or "Cégkapu") to the Trade Unit.

Licenses may be received personally at the Customer Service (Budapest, Németvölgyi út 37-39, "D" building, ground floor).

  • Monday and Thursday: 8:30 a.m. - 11 a.m.
  • Friday: 8:30 a.m. - 11 a.m.

The information about the electronic submission of document is available only in Hungarian language.

Please submit electronically the relevant Forms filled to the following address: keo--.at.--bfkh.gov.hu

It must be indicated in the application;

  1. a) the subject matter, value, and timeframe of the contract for the provision of services, the name of the contracting parties and the person or persons exercising control or ownership over them,
  2. b) on which point of the Council Regulation No 833/2014/EU Article 5n. the request is based, and
  3. c) all data, facts or circumstances giving rise to exemption from the prohibition contained in Council Regulation No 833/2014/EU Article 5n.

The supporting documents must be attached to the application.

The authorisation in accordance with Council Regulation No 833/2014/EU can be granted if the exemption conditions was contained in one of the points of Article 5n.
